Director General

Legitimacy:

Administratively, the Director General shall appoint by the president in a presidential decree in consultation of the Ministerial Cabinet of Puntland Government of Somalia.

The Director General shall be man or woman who has obtained minimum Diploma of Management or equivalent GCSE certificate. (Higher degree is optimal)

Responsibility:

The Director General is the administrative coordinator of the Ministry of Public Works & Transport and shall have the following responsibilities:

      • In consultation with the Minister of the MoPWH&T, the Director General shall prepare his/her monthly detailed work-plan and submit to the Minster and shall keep a copy to his/her office Monthly work-plan file (notonly in computer hard-disc
        drives or USB flash removable drives).
      • The Director General shall attend the weekly information sharing meetings of the MoPWH&T on every Thursday at the office of the Minister of the MoPWH&T and shall present the status and obstacles of his/her Department.
      • The Director General shall chair official meetings of the Ministry of Public Works & Transport Department Directors, Regional Coordinators and District Officers.
      • The Director General shall handle issues involving the management of the human resource of the civil services and other employees of the Ministry of Public Works, Housing &
      • The Director General shall carryout field trip mission to monitor the overall Regional Coordinators/District Officers, PRA Offices (Public Vehicles Registration Offices) and the Regional & Districts Offices of the technical supporting private companies MoPW&T in every three months.
      • Practically become more acquainted the Public Services delivered by the Ministry of Public Works, Housing & Transport in targeted Districts of Puntland
      • Assess the progress of the Puntland’s Decentralization process at Local Governments level and ensure that the delivered Public Services are based on community felt needs.
      • The Director General shall must prepare field trip mission report written in Somali/English and submit to Minister of the MoPW&T, Vice Minsters and shall keep a copy of the field trip mission report to his/her office mission report file. (Not only in
        computer hard-disc drives or USB removable flash drives).
      • The Director General shall draw up office instruction, workflow system and monitor the circulation of documents at the Ministry of Public Works, Housing & Transport.

Comprehensive Ministry Profile Document

      • The Director General shall conduct internal audits at the Ministry of Public Works, Housing &Transport Departments including the Private Technical Support Companies.
      • The Director General shall prepare the revenue and expenditure part of the Ministry of Public Works, Housing & Transport’s draft financial plan.
      • The Director General shall prepare implement the Ministry of Public Works & Transport’s financial plan including the relevant accounting and reporting.
      • The Director General shall manage and keep the record of the fixed Assets administrated by the Ministry of Public Works & Transport.
      • The Director General shall administer the Ministry of Public Works, Housing & Transport’s buildings, vehicles and other real properties and facilities.
      • The Director General shall handle issues involving the establishment and operation of the social benefit fund at the Ministry of Public Works & Transport’s Headquarters,
      • The Director General shall administer/handle the Ministry of Public Works & Transport’s occupational safety and health issues.
